Phylmar Regulatory Roundtable Tackles Key Issues: Heat Stress, Infectious Diseases, Opioids

The California-based Phylmar Regulatory Roundtable (PRR) started 2025 on a high note with a successful event in Oakland this January. The gathering brought together EHS professionals from multiple industries for a dynamic exchange of insights, regulatory updates, and workplace best practices.
January event recap
The PRR event saw strong attendance and engagement from members, underscoring the value of in-person collaboration. A highlight of the event was the tour of the EBMUD Water Distribution Operations Control Center, providing a firsthand look at critical infrastructure and water distribution operations. The tour, organized by David Woodard and his team at EBMUD, was well received, and we extend our sincere gratitude for their hospitality for hosting both the tour as well as the PRR event.
The event also featured a full day dedicated to environmental, health, and safety (EHS) discussions, including expert speakers, panel discussions, and peer-to-peer knowledge sharing. Additionally, Utilities members convened for a focused half-day session to address industry-specific safety challenges, fostering valuable dialogue and collaboration. The positive feedback from attendees reinforces PRR’s commitment to providing meaningful content and networking opportunities.
Active working groups & regulatory engagement
PRR continues to lead efforts in key regulatory areas with three active working groups:
- Heat Stress Standard
- Infectious Disease Standard
- First Aid Kits & Opioid Antagonists
These working groups have been actively contributing to regulatory discussions, including providing feedback for comments submitted on behalf of Phylmar for both the Heat Stress and Infectious Disease standards. These efforts ensure that member organizations have a voice in shaping workplace safety regulations.
Strengthening advocacy
In October, PRR expanded its regulatory engagement by adding Ron Grubb to the team. Ron, an attorney based in California, now represents Phylmar at all Cal/OSHA Standards Board meetings. His presence strengthens PRR’s ability to monitor and provide input on regulatory developments affecting our members.
Looking ahead
With a strong start to the year, PRR remains committed to fostering collaboration, advocating for meaningful regulatory standards, and equipping members with the knowledge and tools needed to navigate the evolving EHS landscape.
