The IPIECA - the global oil and gas industry association for environmental and social issues and the International Association of Oil and Gas Producers (IOGP) have produced new guidance to provide practical guidance for clients and contractors on the development and implementation of all contracts that include a health component as determined by the Risk Assessment. The guidance serves as an addendum to the existing HSE Management – guidelines for working together in a contract environment.
A more robus checklist
It supplements the original report by providing a more robust and updated health management checklist that can be used as a framework for clients and contractors to agree on their respective responsibilities and tasks. The guidance also assists clients and contractors to establish their respective roles and responsibilities and to define the elements and requirements of a robust health management system in a project.
More specifically, it provides guidance on:
- Health management system elements, requirements and deliverables.
- Establishing roles and responsibilities between contractor(s) and client/operator health aspects related to the pre-qualification, bidding and execution phase.
- Promoting transparency and effective communication on health management in contracts.
The guidance is aimed at clients and contractors and can also be used by supply chain/procurement, health, HSE and operational managers.
